本剧叙述于统一新罗时期，一名叫弓福的清海（今韩国全罗南道莞岛郡）船仓奴隶，被卖至唐国后，成为巨商，改名张保皋 ，返回清海，剿灭海盗，得到新罗王御赐“清海镇大使”，将清海镇建立成为横跨新罗、唐国、倭国的海上贸易中心。
