Inspiriert von den 1863 in der Zeitschrift Harper's Weekly erschienenen Fotos von "Whipped Peter", die während einer medizinischen Untersuchung in der Unionsarmee aufgenommen wurden. Ein Bild, bekannt als "Der ausgepeitschte Rücken", das den nackten Rücken von Peter zeigt, der von den Peitschenhieben seiner Sklavenhalter verstümmelt wurde, trug letztlich dazu bei, den Widerstand der Öffentlichkeit gegen die Sklaverei zu verstärken.

Der Zweite Weltkrieg ist so gut wie sicher verloren. Dennoch suchen die Nazis weiterhin verzweifelt nach einem Weg, die Alliierten zu besiegen. So schließen sich die letzten verbliebenen U-Boote der Reichsmarine zu einer Mission zusammen, um die Vereinigten Staaten direkt anzugreifen. Hauptmann Hans Kessler (Dolph Lundgren) ist ein mit allen Wassern gewaschener Seefahrer, der seinem Land bereits im Ersten Weltkrieg gedient hatte. Er soll das Kommando bei der „Operation Seawolf“ übernehmen und das Blatt zugunsten Deutschlands wenden. Als erstes Ziel wird New York City ausgerufen, das mit von den Schiffen abgefeuerten Raketen attackiert werden soll.
