昭和40年（1965年）、大幅な規模縮小に追い込まれた福島県いわき市の常磐炭鉱。危機的状況の中、炭鉱で働く人々が職場を失う現実・苦悩に立ち向かい、町おこし事業として立ち上げた常磐ハワイアンセンター（現：スパリゾートハワイアンズ）の誕生から成功までの実話を元に描いた。ハワイアンミュージックと本格的なフラダンスショーが描かれている。
