Au début des années 90, un réparateur de tracteurs chinois entre de façon illégale au Japon à la recherche de sa petite amie Xiu Xiu. Surnommé Steelhead, celui-ci commence à travailler avec son nouvel ami Jie à Shinjuku, un quartier très vivant de Tokyo, en acceptant les petits boulots au jour le jour. Quand il finit néanmoins par apprendre que sa promise est désormais mariée à Eguchi, un leader des yakuzas, il décide de rester au Japon. Pour veiller alors sur elle tout en obtenant la nationalité japonaise, il entre sous les ordres de Eguchi et devient un tueur à gages mais, bientôt, il s'est tant imprégné du pouvoir et du monde des yakuzas qu'il lui semble ne plus être possible de faire demi-tour...

Set in the fictional town of Kamurocho, the story unfolds across two intersecting timelines—1995 and 2005. In 1995, four friends eager to escape their restrictive lives in an orphanage dive into the yakuza-controlled underworld of 1995 Kamurocho. Meanwhile, in 2005, their friendship is deteriorated, as tensions between the Tojo Clan and the Omi Alliance are at a boiling point.

Set in a small restaurant in the corner of a shopping district. The unusual eatery is only open after midnight, and its standard menu consists of just a single choice. However, the customers still come for the amusing chatter and the proprietor's willingness to cook any dish that they request. This drama depicts the lives of the restaurant's patrons, including a yakuza, an unsuccessful actor, a group of office ladies, a newspaper delivery boy, and a stripper.
