Ένας ξακουστός αρματολός, ο Γιάννος, αναγκάζεται να βγει στο βουνό και να γίνει κλέφτης. Μετά την απελευθέρωση επιστρέφει στο χωριό του, όπου το όνομά του, Αστραπόγιαννος, έχει γίνει θρύλος και τα κατορθώματά του τραγούδια. Βλέποντας όμως ότι ο τσιφλικάς της περιοχής, ο Κωνσταντής Βελούσης, έχει πάρει τη θέση του Τούρκου Αγά και ότι καταπιέζει εξίσου τους συγχωριανούς του, δεν διστάζει να συγκρουστεί μαζί του. Σε μια αναμέτρηση, σκοτώνει τον γιο του τσιφλικά και η συνάντησή του με έναν παλιό του φίλο, τον Φώτο, σηματοδοτεί τις επιδρομές κατά των κοτζαμπάσηδων, αλλά μετά από προδοσία, πέφτει στην παγίδα των χωροφυλάκων.

The year is 2022. It is an era of chaos, half a century after the government announced the coexistence of humans and kaijins. Aoi Izumi, a young human rights activist calling for the elimination of discrimination, meets a man named Kotaro Minami, the one called "Black Sun," who is a candidate for the next Creation King.

Takeru Tenkuuji, the son of a ghost hunter, is murdered by the evil Ganma and resurrected by a mysterious hermit and bestowns upon him the Ghost Driver and a Ghost Eyecon, an orb-shaped device which can see ghostly creatures like spirits of dead creatures, Ganma, and other Riders. The hermit tells Takeru that he has 99 days to gather 15 additional heroic Eyecons to be brought back to life permanently, and must fight the Ganma as Kamen Rider Ghost to obtain them.
